How about using Google Maps for it?
I’m fairly sure you can use the API to change the image tiles that are used for the “map”.

You might be interested in the Modest Maps project, http://www.modestmaps.com/ There is an example where they take a transit map and cut it into tiles. It is basically what you are talking about. http://www.modestmaps.com/tutorial-actransit/
