How about using Google Maps for it?
I’m fairly sure you can use the API to change the image tiles that are used for the “map”.

I don’t how to do it, but i had found this app http://www.fotozum.com/ that do what you want.

You might be interested in the Modest Maps project, http://www.modestmaps.com/ There is an example where they take a transit map and cut it into tiles. It is basically what you are talking about. http://www.modestmaps.com/tutorial-actransit/
